Description
Background information: The Mt Lawley Hospital ICT Commissioning Program supports the ICT transition of the hospital from a private entity into the WA Health environment. The ICT Business Unit provides solution development, implementation, transition and operational support for WA Health’s clinical and corporate systems. This includes strategic planning, architecture, and ongoing management of ICT networks, applications and infrastructure; ICT support for WA Health customers; and ICT security and risk management, including the protection of patient data. The Program currently requires the services of an experienced Technical Consultant to support this transition. The Technical Consultant will work as part of One Program Team and will report to the Program Director / Program Manager. Role Overview The Technical Consultant will provide expert technical guidance and leading the delivery support across a broad range of clinical and corporate applications, network, systems, and associated devices within the broader WA Health ICT environment. This includes, but is not limited to: • ICT Infrastructure • ICT Networks • Cyber Security • Nurse Call Systems • Building Management Systems (BMS) • Access Control Systems • Paging Systems • Messaging Systems • Duress Systems • End user computing devices The Consultant will lead and support integration, alignment, and compliance of these systems within WA Health standards and operational frameworks. Key Responsibilities Relationship Management • Partner with Program Delivery and ICT operational teams to ensure alignment of systems with agency objectives. • Provide technical input into disaster recovery planning, including system maintenance and testing. • Liaise with external stakeholders in a multi-organisational access environment to support application development and integration. Client Development and Management • Act as key liaison between applications teams, internal stakeholders, external clients, and service providers. • Maintain effective stakeholder engagement within the application and infrastructure environment. • Support solution delivery outcomes in collaboration with suppliers and relevant stakeholders. Planning, Projects and Policy • Contribute to the development of technical policies, standards, procedures, artefacts, and methodologies. • Design, plan, and implement information management and technical projects within the Program portfolio. • Provide technical gap analysis (As-Is / To-Be assessments) and recommend solution design options. Value Delivery • Monitor service levels to ensure high-quality ICT outcomes. • Develop and present technical solution options for stakeholder consideration. • Support development of an end-to-end Program Roadmap. Selection Criteria The specified personnel are expected to demonstrate the following: • Significant demonstrated hands-on experience in large-scale ICT environment. • Substantial experience in the development of strategic, end-to-end Program Roadmap. • Proven delivery of similar engagement of comparable size and complexities. • Demonstrated experience working with critical hospital operational systems (preferred). • Significant experience in stakeholder engagement, relationships management, and sound corporate knowledge to support program momentum and deliver successful outcomes. • Excellent oral, written, and interpersonal communication skills including the ability to negotiate with and influence internal and external stakeholders. • Excellent time management skills with the proven ability to manage competing priorities of varying complexities and deliver measurable outcomes. • Experience or familiarity with adjacent disciplines including project management, change management and/or IT Service Management. • Provide technical gap analysis, i.e. As-is and To-be analysis. Ability to provide solution design would be highly desirable. • Experience in solution architecture area is highly desirable. advantage Other Requirements • Previous experience working within the WA Health sector. • Ability to work independently and collaboratively as part of a team. • Strong attention to detail with the ability to prioritise tasks effectively. • Willingness to undertake additional duties as required to support Program objectives.
