Description
South Metropolitan Health Service (SMHS) requires the provision, hosting, moderation and ongoing support of a Commercial Off-The-Shelf (COTS), integrated Software as a Service (SaaS) Community Engagement platform that will enable SMHS to actively engage with its community and the consumers of its health services.
The solution will capture and provide access to a critical mass of community voices, allowing SMHS to target engagement, and disseminate information.
The Customer’s preference is for the solution to be delivered as a Software as a Service (SaaS) in a hosted environment provided by the Contractor with access by the community via the SMHS website. Where this is not possible, the Customer will consider hosting the solution on WA Health managed infrastructure and platforms on the internal Department of Health network.
This platform (solution) will enable consumers (community users) to contribute to SMHS projects and decision-making through a user friendly and engaging experience. Examples of community users include:
• Patients, their families and carers;
• Primary Healthcare providers (including GP’s and Allied Health Professionals);
• Non-Government Organisations (NGOs); and
• Other community members.
The solution will offer a user-friendly interface for administration of the site, including managing project pages, analysing and reporting on feedback.
It is anticipated that the solution will enable:
• The strengthening of community relationships and provision of a great patient experience as identified as priorities in the SMHS 2021-2026 Strategic Plan;
• Broad consumer engagement to support the planning, delivery and evaluation of health services provided by SMHS; and
• Where appropriate, two-way communication between SMHS and members of the community with an interest in the health services provided by SMHS.
The Contractor will:
• Provide and implement an online engagement platform, which will include the use of a content management system (CMS);
• Provide a secure, hosted solution for the duration of the Contract in line with all WA Health ICT policies - including Information Security Policy, Information Storage Policy and Cloud Policy (see Schedule 16 – Additional Documents of the Request);
• Provide ongoing moderation of user contributions including restricting and/or removing posts; and
• Provide training, support and documentation to support the successful running of the solution.
