Description
Delivery of the Hydrogen Jobs Plan is key priority for the South Australian government. The Plan will see the construction of 250MWe of electrolysers, 200MW of power generation and significant hydrogen storage facilities in the Whyalla City Council area by the end of 2025. The South Australian government has committed capital funding of $593 million to the Hydrogen Jobs Plan. The Office of Hydrogen Power SA (OHPSA) has been established to deliver the Plan.
To ensure the committed outputs and complex requirements are delivered within the ambitious timeframes set, and within budget, OHPSA requires a specialised commercial advisor (Advisor) to establish the commercial strategy and oversee commercial engagement for projects and contracts. A dedicated resource will be required for a period of up to twelve months for approximately 0.6 full-time equivalent (or as agreed) to work physically from the Adelaide CBD office within the OHPSA team.
The Advisor will be required, amongst other services, to deliver the following specific services:
Development of the commercial strategy for OHPSA
Undertake and coordinate the Renewable Energy supply market assessment
Develop the commercial approach in line with the OHPSA procurement strategy
Provide oversight of energy market analysis (external provider)
Finalise appropriate contracts to deliver OHPSA objectives
Lead negotiations with suppliers.
Hydrogen is a rapidly evolving industry. The Advisor must be able to demonstrate a significant degree of relevant experience delivering comprehensive commercial advisory services for grid scale energy or resources projects, in a like evolving environment or industry.
The Advisor will also require a sound understanding of public sector processes and governance. They will contribute to a positive culture within the OHPSA office and will be subject to strict confidentiality and probity requirements.
