Registrations of Expressions of Interest are invited from interested parties in Phase 1 of a two-Phase Project being undertaken by Defence to deliver living in accommodation rooms for Australian Defence Force (ADF) members without dependents. Phase 1 covers the planning, development, construction, financing, maintenance and operation of approximately 1300 single bedroom units together with associated supporting facilities, infrastructure and services at existing Defence establishments in Holsworthy (NSW), Gallipoli Barracks (Enoggera, Queensland) and RAAF Base Amberley (Queensland). Defence is seeking to engage a strategic partner(s) who may be willing to share the whole-of-life cycle costing risk with Defence, to develop, and, subject to Government approval, provide a comprehensive accommodation service at the above sites (either on or off base) across an extended period of time (25-30 years with options) Organisations/Consortia wishing to register their interest in Phase 1 of the Project should provide a written statement of capability in accordance with the Expression of Interest document available from the Assistant Director, Infrastructure Division, Department of Defence, Mr Chris Scott by telephone on [phone hidden] or by email [email hidden]. It is expected that a selection of a short list of up to four consortia/organisations may be invited to respond to a Request for Proposal, following an assessment of each respondent’s capability statements against the evaluation criteria that are fully detailed in the Expression of Interest document. Expressions of Interest in Phase 1 will close on the 18th of November 2005. A similar process will be conducted to select a strategic partner for delivering Phase 2 of the Project which encompasses the provision of living in accommodation units in a range of other Defence bases around Australia. This Phase will be conducted separately from Phase 1, and is expected to commence soon after Government endorsement of the successful strategic partner (if any) for Phase 1. The National Code of Practice for the Construction Industry, in accordance with the Australian Government Industry Guidelines for the National Code of Practice for the Construction Industry, revised September 2005, applies to this project.
