To develop and produce an Urban Design Framework for the physical form and function of the Campbelltown Shopping Centre.

The City of Campbelltown seeks to develop a strategic document for the Campbelltown Shopping Centre that will

- inform Council’s future development plan policy;

- prioritise Council’s future infrastructure investment (via Councils Strategic Management Plan);

- result in ‘development agreement’ with the multiple owners of land in discrete sections of the shopping centre; and

- position Council to undertake the next step in the improvement process.

The Urban Design Framework will include a three dimensional design vision for the desired future of the shopping centre.

It is anticipated that the successful consultant team will be multidisciplinary with a strong focus on consultation and visual / design representation (with traffic and economic/land use input as essentials).

The project will build on an earlier retail study prepared by Alistair Tutte in 2000, and complement a current character analysis (being undertaken by URS) which is examining the character of the residential areas of Campbelltown (with direct reference to the interface with shopping centres).

The focus of the methodology is to be primarily a ‘place based / map focused’ consultation exercise that will allow the owners / tenants to engage in dialogue with experts (the consultants), Council staff and Elected Members, the local community and other key stakeholders, in particular Transport SA.
