Background
DIAC and ABS require suitably qualified organisations to provide a broad range of learning and change services to develop and support high quality departmental capabilities in response to the Portfolio Budget Statement's outcomes and programs.
With continuing demands for Commonwealth agencies to maximise efficiency and adapt to the fluctuating economic and social environment, it is increasingly important to have access to a comprehensive range of learning and change programs, tools and services.
The desired outcomes from learning and change programs are that employees:
• gain an enhanced understanding of the business challenges faced by the Agency and develop skills to contribute to solving these challenges
• are better equipped with the capability to lead our people, programs, processes and deal with or lead change
• develop strong networks at all levels. The establishment of strong networks and professional relationships in developing a collegiate working culture as espoused in the DIAC Strategic Plan and the ABS Corporate Plan.
Proposed scope
The request for tender will invite interested parties to submit tenders for the provision of learning and change services under a panel arrangement. Preferred tenderers will be invited to enter into a Deed of Standing Offer with a term of four years, with the option to extend the service for two further periods of one year each. The Panel will have provision for Multi Agency access. The intent to approach the market has been included on the DIAC Annual Procurement Plan with a reference of APP DIAC 11/25, and on the ABS Annual Procurement Plan with a reference of ABS2011.063.
Learning and change services required under the panel fall within broad Categories of Service:
• Leadership and management
• Corporate and APS environment
• Human resource services
• Client service
• Cultural awareness
• Mental health awareness
• Stakeholder communication and liaison
• Media, multimedia and public relations
• Finance, procurement and contract management
• Project and change management
• Operational and role-specific training
• ICT and vendor-specific training
• Online learning and new technologies
• Analysis, design and development
• Competency assessment and qualification accreditation
• Research, evaluation, review and consultancy
• Language training and tutoring
• Statistical skills capability development
• Facilitation of conferences, workshops and Agency events.
Tenderers will be invited to submit a response for one or more of the above Categories of Service. Tenderers will be required to describe the extent of their capacity, capability and experience in providing the services for each tendered Category of Service.
