Request for Quote (Request) - Co-designed System Service Model for Alcohol and Other Drug Crisis Intervention

The Mental Health Commission (The Customer) is seeking offers to lead a co-design process for the development of a system service model for alcohol and other drug (AOD) crisis intervention.

The Methamphetamine Action Plan (MAP) Taskforce was a key election commitment of the McGowan Government. The MAP Taskforce Report was released in November 2018,
providing 57 recommendations, including Recommendation 29, which states:

Within 12 months, the Mental Health Commission, Western Australia Police Force and Department of Health establish an appropriate alternative crisis intervention response that would provide a short-term place for methamphetamine users when they are in crisis that will keep them, their families and the community safe, including in the regions.

The Mental Health Commission (MHC) is leading a process to undertake engagement with the community to develop a system service model to address the gaps in the provision of AOD short term critical intervention services. This process will include the consideration of compulsory and non‑compulsory options.

This project is to identify a system service model for AOD crisis intervention.

In addition to this project, there are a number of other projects being progressed in response to Recommendation 29:

• establishment of a 5-10 bed low medical withdrawal centre, potentially based in Midland (Midland Service) - also referred to as a crisis intervention service;
• Police Co-response expansion to the regions and to include AOD; and
• development of two Stabilisation Assessment and Referral Areas.
