1.Develop and finalise program design of the loans and rebates scheme, informed by examples of similar schemes from other Australian states and territories;2.Develop a delivery plan to implement the program (including target setting, and designing a dashboard to monitor progress); and3.Develop collateral program materials, such as template letters for renters, and case studies of different 'archetype' participants.
