Description

This EOI has been developed in order to ascertain the interest in, and canvass the range of possibilities relating to the delivery of a range of services for people who inject drugs, specifically a Needle and Syringe Program Community Development Project, South-west Needle and Syringe Exchange Program (NSEP), Opioid Replacement Pharmacotherapy Advocacy and Complaints Service, and a Needle and Syringe Exchange Outreach Service for People who Inject Drugs (PWID).

Output Deliverables will include but may not be limited to the following:

1. The provision of a Needle and Syringe Program Community Development Project that will:
• Provide a support, educational and referral service to people who inject drugs in both metropolitan and regional areas.
• Provide training (both independently and collaboratively) from a consumers’ perspective, to metropolitan and regional health service providers and other key stakeholders to increase capacity in the provision of appropriate education, training, treatment referral and needle and syringe program services to people who inject drugs.

2. The provision of a Needle and Syringe Exchange Program (NSEP) in the South-West region of Western Australia that will:
• Provide a mobile NSEP operating in the South-West region, initially for a minimum of 6 hours per week in Bunbury, Busselton and Collie (2 hours at each site), with additional hours and sites to be negotiated.
• Provide training for NSEP staff and volunteers, and produce NSEP promotional materials.
• Provide education to people who inject drugs in the South West on blood-borne viruses, referral to treatment, drug overdose, and other key issues.
• Provide education and support to health and other relevant services in the South-West region regarding the South-West NSEPs and other key issues as required.

3. The provision of an Opioid Replacement Pharmacotherapy Advocacy and Complaints Service that will:
• Provide an opioid replacement pharmacotherapy consumer advocacy and complaints service for people who access the Community Program for Opioid Pharmacotherapy (C-POP) and/or who use opioids illicitly.
• Provide consumer representation and advocacy on relevant advisory committees.

4. The provision of an a Needle and Syringe Exchange Outreach Service for People who Inject Drugs (PWID) that will:

• Provide peer based outreach NSEP, harm reduction education and referral services for people who inject drugs.

The period of service provision will be between 1st October 2009 and 30th June 2012.
