Provision of Financial Services

The Board wishes to appoint a suitably qualified consultant(s) to provide financial management services, to ensure it meets statutory obligations under the Water Resources Act 1997, the Public Finance and Audit Act 1987 and other legislation, guidelines and standards as appropriate. The Board has well established financial management systems, policies and procedures and a good audit record. The Board has in previous years outsourced most of its accounting and financial management functions and seeks tenders for these services but has also recently determined that it will manage ‘in-house’ more of the routine functions. The Board’s accounting records are stored in-house, management and reporting of accounting information is via AccPac accounting software and Microsoft Excel. The consultant will provide a range of services described in detail in a consultancy agreement. The consultant must be familiar with public sector accounting systems, processes and audit requirements. The consultant should download from the SA Government Tender website two documents; the first a project brief describing tendering requirements and providing details of the Board and the second a draft agreement or contract.
