Queensland Retirement Village and Park Advice Service - QRVPAS

The Department of Housing and Public Works is seeking Proposals for the Queensland Retirement Village and Parks Advice Service (QRVPAS) Initiative.

The key objective of QRVPAS is to deliver services that assist Queenslanders living in retirement villages and manufactured home parks to:

• understand their rights and responsibilities under the Retirement Villages Act 1999 and the Manufactured Homes (Residential Parks) Act 2003
• build capacity to represent their interests to village and park operators and
• have increased access to appropriate legal advice services.

The proposed outcome from the procurement process is to engage a high quality Offeror to deliver the following services for a contacted period of 4 years and 9 months, commencing 1 October 2018:

• information, advice and referral services
• individual assistance
• delivery of community information / education.

Assistance would be prioritised to seniors (including groups of seniors):

• on limited fixed incomes
• at risk of losing their home or facing eviction and relocation
• facing unaffordable increases in park or village fees and charges
• at risk of significant capital loss from unreasonable contract terms
• with low literacy levels or limited capacity to represent themselves.

The program may also assist non-seniors living in manufactured homes at risk of significant capital loss or losing their home.
