The Customer is seeking Services from a suitably qualified and experienced Supplier to deliver an AML/CTF education package on the regulatory responsibilities of the Commission, to the Commission. The education package is to include ‘in-person’ board level training sessions and written materials/presentation documents to be provided as part of the training sessions, and after.
Tailored education packages will need to be developed for Commission members, covering the below content:
- Education about AML/CTF in Australia, such as:
- What it is.
- Why it is important.
- How it is regulated currently.
- The obligations on entities regulated under the legislation.
- The roles of the relevant enforcement agencies.
- Regulating AML/CTF in the gaming, wagering and casino industries, such as:
- The role of a state regulator in AML/CTF;
- Actions[1] the regulator should/could take to monitor AML/CTF risks in these industries
- How the Commission can work effectively with law enforcement agencies, including AUSTRAC, in the monitoring and reporting of AML/CTF matters; and
- Information and research on AML/CTF trends, internationally and Australia-wide, in terms of detection, prevalence, and current developments, relevant to the gaming, wagering and casino industries.
The education package must be provided to the nominated representative of the Customer and agreed to by the Customer prior to the Supplier commencing the delivery of training sessions.
The successful Respondent will be required to deliver the training through a series of workshops over a six-month period for approximately 12 persons, to be completed as approximately (indicative only) 10–12-hours of training. Written content should also be provided to support knowledge retention and reference and should necessarily cover the content above to allow Commission members to refer to the information for future reference.
Commission members will require an executive/Board development approach to AML/CTF obligations as outlined above.
This Services are required to be delivered within the next six months (over the necessary training timeframes set out) to inform the response to the PCRC Final Report recommendations. Any exclusions to Services should be noted in the response.
While the Services are required to be delivered within the next six months, the contract will continue for a period of up to twelve months. This is to allow for the ability of the Respondent to provide ad hoc continued processional development to Commission members. As such, as part of providing a total lump sum price for the main scope of work, Respondents are requested to also provide an hourly rate for ad hoc training, which should include preparation time and delivery.
