Description

PTA intends to install protection screens at William St Bridge (Horseshoe) and Barrack St Bridge to enhance the protection of railway infrastructure against trespassers, to prevent injuries and prevent further disruption to rail operations. The William Street Bridge and Barrack Street Bridge lie either side of the Perth Railway Station. With the Barrack Street Bridge to the east and the William Street Bridge to the west. The existing Protection known as “Eyebrows,” effectively prevent objects from falling onto tracks; however, they have not deterred individuals from climbing over the balustrades. This climbing behaviour has led to multiple accidents in 2021 and 2022, causing disruptions to the railway system. To address these issues, the PTA engaged MPS Architects to develop a concept proposal for the new protection screens on both bridges. The process included extensive design optioneering and stakeholder consultations, ultimately achieving stakeholder consensus on the design approach. After evaluating various options and considering structural impacts, operational impacts, and advice from heritage consultants, the decision has been made to promote an internally angled support mesh screen as the preferred solution. This initiative aims to significantly enhance safety while maintaining the integrity of the heritage structures. There are two work packages, which are as follows: Work Package 1 – William St Bridge Protection Screens; and Work Package 2 – Barrack St Bridge Protection Screens. For each of these packages, the following deliverables are required: Site InvestigationsDetailed Design Issued For Construction (IFC) Drawings Bill of MaterialsPre-Tender Estimate for Construction PhaseInspection Test Plans Construction Scope of works and Technical Criteria (all relevant disciplines) Optional Work Engineering Support during ConstructionIssue As-Construction Drawings
