Description

The Climate Change Authority (the Authority) is an independent agency that provides expert advice on the Australian Government's climate change mitigation initiatives.

The Authority conducts public consultation on all its reviews, and all its reports and research are published on the Authority's website.

In relation to employment, Authority staff are covered by employment conditions as outlined in the Department of Climate Change and Energy Efficiency Enterprise Agreement 2011-14. Until recently the Authority has not been in a position to negotiate a new enterprise agreement. Consequently, unlike many other Commonwealth departments and agencies, the Authority's enterprise agreement has not been reviewed and updated in line with the Australian Government's Workplace Bargaining Policy.

The Authority is looking for a contractor or firm to:

  • Perform enterprise agreement simplification work, that is, highlight the clauses in the Authority's current Enterprise Agreement which are administrative in nature and could be contained in HR policies or procedures
  • For the clauses identified under the simplification work, construct draft HR policies and/or procedures. These draft policies should preserve the intent and outcomes originally intended in the enterprise agreement which is currently in place.
  • Review and update the Authority's current HR policies to ensure consistence across HR materials.

This work will set the foundations of a new agreement when it comes time for bargaining in the near future.

The applicant will have demonstrated experience in providing work of this nature. An understanding of the bargaining framework is advantageous.

The evaluation criteria is as follows:

  • Demonstrated experience in providing work of this nature
  • Ability to meet timeframes and capacity to complete work requested
  • Value for money.
