Description
The Boyup Brook Railway Sation Precinct is in the process of assessment for inclusion on the Heritage Council of Western Australia (HCWA) State Register of Heritage Places (place 03159). It is also noted as a place of local significance on the Shire of Boyup Brook local heritage list and includes several structures and items of equipment related to the historic railway functions of the place. Transport Portfolio Land and Property Services (TPL&PS) is currently reviewing future adaptive reuse possibilities for the property, following the preparation of an initial scope of works and associated costing. Sub-consultants will be required to be engaged such as a Quantity Surveyor to review the drawing set for compliance against the National Construction Code (NCC) and relevant Australian Standards. The PTA seeks the provision of Services, including (but not limited to): Heritage advisory services and referral support to document and seek approval for a scope of hazardous materials removal and repair Site visit to review the scope of material proposed for removal and undertake high level survey of subject buildings for the purposes of preparing referral documentation. It is assumed as part of this process that a hazmat report will be provided for the site by the PTA.Provide preliminary advice to PTA on appropriate methodologies and replacement materials for agreement prior to HCWA referralUndertake preliminary negotiations with the Shire of Boyup Brook. It is noted that this fee assumes the scope and intent of the works meets the requirements for exemption from development application (DA) as public works. Note : Should a full DA process be requested by the Shire this may be a variation.Preparation of scaled drawings sufficient for referral identifying the location of materials proposed for removal and a combined covering letter/HIS identifying relevant planning and heritage considerations.Submission of referral to HCWA, post-lodgement communications to manage the process of review, and provision of feedback and determination to PTA.Preparation of a Conservation Management Strategy for the site to identify priority works and provide a costed scope for future delivery while ensuring due regard for its cultural heritage significance as a potential future State Registered Place.The proposal should outline the scope and inclusions for the documentation and facilitation of a HCWA referral, and preparation of a Conservation Management Strategy (CMS) to guide for PTA on conservation priorities and assist with staging and delivery of required works.Preparation of drawings for main contractor/s to submit pricing and subsequently be appointed to construct.
