Description
The Department of Local Government, Sports and Cultural Industries (DLGSC) is overseeing the implementation of amendments to the Western Australian (WA) dog and cat legislation. These amendments give effect to the McGowan Government’s 2017 election commitment to stop puppy farming. The Dog Amendment (Stop Puppy Farming) Act 2021 (the Act) was passed by the State Parliament in December 2021. It incorporates amendments to the legislation for both dogs and cats.
A core pillar of the Act is a Centralised Registration System that will consolidate dog and cat registrations into a single, uniform and integrated process currently performed separately by over 137 WA local governments. The new legislation introduced other measures to stop puppy farming including mandatory sterilisation, approval to breed and regulation of supply of dogs to pet shops.
DLGSC is seeking a Solution that will incorporate most aspects of the dog and cat legislation and associated functions. These include identification of dogs and cats; regulation of transfer, ownership, keeping and control, microchipping; and certain elements of enforcement.
