Establish a Standing Offer Arrangement for the Provision of Maintenance and Repair Services

Description
The Lead Customer is proposing to establish a Standing Offer Arrangement to cover the provision of scheduled and reactive maintenance and repair services for buildings and infrastructure, including the Reef HQ Great Barrier Reef Aquarium (the Aquarium) based in Townsville, North Queensland.
The Aquarium was opened in 1987 and developed as a bicentennial project. The Aquarium is the principle tool for the Lead Customer to educate and inform the public on matters that concern the Great Barrier Reef. It is located in a highly corrosive and hot environment with a very high UV index, adjacent to the Ross Creek in Townsville, Queensland. It also houses approximately 4 million litres of sea water in large aquarium tanks which significantly increases the degradation of materials.
The maintenance and repair services will comprise one or more of the following Required Capabilities:
electrical services
hydraulic (plumbing) services
mechanical services
heating, ventilation and air conditioning (HVAC) services
general building and facilities services
security services
fire and emergency services
diving and dive supervision services
lift maintenance services
crane maintenance services
Refer to Part 3 of the CCS DoSO ATM Response Form for a detailed description of the Required Capabilities.
Nature of Services
Suppliers may be required to perform the Required Capabilities either individually or as part of a team to ensure:
A.regular scheduled maintenance for the continued operation of systems;
B.reactive maintenance as required, in line with response times below;
C.replacement of infrastructure and equipment that is beyond economical repair;
D.assessment of infrastructure and repair to determine remaining life / required replacement timeframes for future programming and mean time failures; and/or
E.replacement of critical spares to reduce downtime for items that are strategically important to the operation of facilities.
Response Times
To ensure that all scheduled and reactive maintenance is performed in an appropriate timeframe Suppliers will be requested to provide Services in appropriate timeframes. These include:
A.Immediate response: 30 minutes
Immediate response is for urgent reactive maintenance and requires potential suppliers to be able to provide the required Services within 30 minutes of execution of a Contract for the required Services. A call out fee will be applicable and Potential Suppliers are required to complete the applicable call out fee table in the CCS DoSO ATM Response Form.
B.Urgent response: 2 hours
Urgent response is for urgent reactive maintenance and requires Suppliers to be able to provide the required Services within 2 hours of execution of a Contract for the required Services. A call out fee will be applicable and Potential Suppliers are required to complete the applicable call out fee table in the CCS DoSO ATM Response Form.
C.Routine response: 14 days
Routine response is for all scheduled or non-urgent reactive maintenance and requires Suppliers to be able to provide the required Services within 48 hours of execution of a Contract for the required Services. No call out fee will be applicable for routine response.
D.Custom response: as specified by the Customer
Custom response is for all scheduled maintenance or non-urgent reactive maintenance and the response time will be negotiated between the Supplier and the Customer. No call out fee will be applicable for custom response.
