Description

The Department of Communities is seeking a suitably qualified and experienced evaluation consultant to undertake an evaluation of the North-West Aboriginal Housing Fund (Fund). The Department of Communities requires one combined Process and Early Impact Evaluation of North-West Aboriginal Housing Fund. The objectives of this evaluation include:

  • Analyse the socioeconomic conditions of housing, health and wellbeing, income and education across the Kimberley Region, since the Fund’s inception as the broader local context of the Fund, including a review of investments, interventions and policy initiatives by Communities, other State Government agencies and the Commonwealth.
  • Determine the extent to which the Fund has been implemented as intended across locations (Appropriateness, Coherence).
  • Measure the intended and unintended impacts of the Fund on participants, their families, and communities (Effectiveness, Impact).
  • Measure the intended and unintended impacts of the Fund on proponents and program partners and their employees (Effectiveness, Impact).
