Channel Upgrade Bund Wall Construction Delivery & Land-Based Plant Supply

The Channel Upgrade (CU) Project at the Port of Townsville involves the widening of the existing navigational channels to the Port to allow larger vessels safe access (and to improve navigational safety for existing vessels).

The CU Project involves:

1. widening of the Platypus Channel from 92 metres width to 180 metres (at the harbour entrance) tapering to 135 metres at its seaward end;
2. widening of the Sea Channel from 92 metres to 120 metres;
3. construction of rock walls and revetments forming receival ponds for beneficial re-use of all capital dredge material from the channel widening works, which will create a ~60 hectare reclamation area;
4. establishment of a quarry to supply or supply from existing quarries of marine-grade armour rock required for rock walls and revetments; and
5. installation of navigation aids in alignment with the new channel configuration.

POTL is reviewing options in delivering the physical works for the Channel Capacity Upgrade (CCU) Project.

The project requires construction of rock walls and revetments to form receival ponds for ≤3.9Mil m^3 of capital dredge material to be brought to land for beneficial reuse.

As part of the options for the construction of the rock walls and revetments, POTL is reviewing optioneering of several models for potential delivery, including:

1. PACKAGE A: Procuring plant/machinery and performing works itself (using recruited staff);

2. PACKAGE B: engaging a suitably qualified contractor to deliver a particular package of works; or

3. PACKAGE C: Direct hire of plant as either dry/wet.

POTL will confirm its final delivery strategy and award on that basis following assessment of submissions under each of the Request for Tender - Package A, Package B and/or Package C.
