Description
The successful tenderer will provide an independent statistical assurance of the Senate ballot papers throughout the conduct of scrutiny of Senate votes at the Central Senate Scrutiny (CSS) for the next federal election. In line with the Legislation (s273AC of the CEA). After polling day for a federal election, the Senate ballot papers are transported to the CSS for the state or territory (CSS sites are currently owned and operated by Fujifilm). At each CSS the Senate ballot papers are scanned and the preference data captured.
Once the data capture is completed on a Batch of ballot papers the data is sent to the AEC and received by the Ballot Paper Reconciliation System (BPRS). When this data is sent to the AEC, the image of the Senate ballot paper is sent to the image repository and becomes available for viewing.
The process, statistics and analysis must be based on best practice and defensible in the public arena.
