Provision of PMO Services for the Peel Campus Transformation Program

The South Metropolitan Health Service (SMHS) requires support from a Project Management Office (PMO) to deliver the Peel Health Campus Transformation (PHCT) program. The PHCT involves the transfer of responsibility for operating the Peel Health Campus from the current private operator Ramsay Health Care to SMHS. The transfer of operation responsibility to SMHS must be completed by August 2024.

The PMO is required to provide services across a program of work that includes:

• To transfer the responsibility for operating the Peel Health Campus (PHC) from the current private operator to SMHS, at the expiry of the existing contract. This is scheduled to occur in August 2024;
• Transfer of 900 staff currently employed by Ramsay Health Care to SMHS, as well as the procedures and policies by which staff will operate under a public hospital;
• Establishment of ICT environment (infrastructure, applications and hardware, which is to be delivered largely by Health Support Services) to enable SMHS to operate the Peel Health Campus; and
• Monitoring and integrating the critical infrastructure updates to the site as well as integrating considerations for future redevelopment and expansion of the Peel Health Campus undertaken through the Department of Finance which will not be completed by the transition date (August 2024).

As a result of the complexity, scale and timeframe of the program, SMHS is seeking an external organisation with the experience, capability and capacity to deliver PMO services to provide support and oversight to the PHCT program. The selected organisation will ideally have experience with large scale projects, bring best practice contemporary models and approaches, and be capable to provide a flexible approach around resourcing.
