The Tasmanian Government has announced that it will reform the Tasmanian electricity supply industry and restructure the State-owned electricity businesses (SOEBs) (Hydro Tasmania, Aurora Energy and Transend Networks).
The Electricity Reform Project has been established within the Department of Treasury and Finance to implement the electricity reforms.
The Business Transition Group (BTG) is responsible for changes to the business structures and operations of the SOEBs, including the transition of assets, people and systems.
The BTG wishes to engage suitably qualified consultant/s to assist in the design and structure of the Transitional Services Agreement (TSA) that will be provided to the purchasing Retailers after the customer book has been sold.
The scope of this work is to recommend the overarching design of the TSA that will support the sale of the Tasmanian Retail customer base. The scope will consist of two key elements:
• Structural Design: Feasibility assessment on a range of different operating structures (within the SOEBs) in which the TSA can be provided to the new Retailers; and
• Functional Design: Detailing the services, service levels and pricing that will need to feed into the TSA when being drafted, as well as impact assessments on
current processes in delivering the TSA .
