The procurement is to obtain the services of a specialist consultancy organisation to undertake the review; extensive experience in WHS, risk and field operations is essential as Geoscience Australia must fulfil its WHS legislative requirements to ensure our employees are kept safe in their workplace which includes fieldwork, overseas travel, remote locations, land and sea expeditions.
The Potential Supplier must be agile and be able to respond to WHS operational priorities and changes, as they present.
Expected Key Outcomes
The Geoscience Australia WHSMS review key outcomes are to inform the:
- development of a report that accurately captures the condition of our WHSMS and the demonstrated attitudes, behaviours, competence and culture across our organisation, and make practical recommendations to enhance system wide WHS outcomes; and
- creation of a plan to rectify non-compliance and to achieve leading WHS practices.
Expected Review Structure
The review will be comprised of five components:
1. Full documentation review of our WHSMS, which includes policies, procedures, guidelines, risk assessments, safe work method statements, job safety analyses, incident and hazard data, and other relevant material.
2. Site visits for observations and interviews on work design, approach to risk and safety management, operational risk management maturity, hazard analysis and awareness.? This will include participating in field work activities (domestic only - will include remote locations across Australia with varying terrains) and visiting our fabrication workshop, geological laboratories, the Yarragadee Geodetic Observatory (remotely located in WA), the Alice Springs earth observation facility and observing contractors at work, both in and out of the field.
3. Time on site in Canberra with key stakeholders for one-on-one interviews and anonymous data collection designed to identify and capture current themes surrounding operational risk management, psychological safety, risk and hazard awareness and culture.
4. Comprehensive analysis of data, report writing, and development of a corrective action plan and road map to achieve leading WHS practices.
5. Presenting progress, findings and recommendations to the Chief Human Resources Officer and other executives throughout the process and at the completion of the review.
