Provision of the Port Hedland Regional Town Bus Service

Background

The Public Transport Authority (PTA) seeks the services of an appropriately experienced and qualified service provider to operate the Port Hedland Regional Town Bus Services.The existing contract for these services expires on 31 December 2015 with the new Contract commencing on 1 January 2016.

This Request for Tender (RFT) contains detailed specifications on the service levels required to provide the Services from the Commencement Date.Tenderers are not required to demonstrate how they would implement changes to the Services at contract commencement. However, the Contractor is expected to proactively and continuously review services to maximise the cost effectiveness of service delivery and to improve patronage during the contract term.All service changes should be well planned and considered and comply with Regional Town Bus Services planning principles.

Tenders will be assessed on a value for money basis inclusive of cost impacts to the PTA as a consequence of the recommended outcome.

This RFT incorporates the Proposed Port Hedland Regional Town Bus Services Contract (Book 3) which contains the essential service requirements that Tenderers must consider when preparing and submitting their Tender response.If there is any inconsistency between the Tender document and the Proposed Regional Town Bus Services Contract, the Service Contract shall prevail.

Scope of Services

The scope of services includes the following activities:

1. Provision of Bus Services in the Port Hedland Contract Service Area;
2. Maintaining the Approved Buses; and
3. Maintaining the Approved Depot.
