Description
HSRA is seeking a Service Provider to develop an overall project accreditation Strategy (the Accreditation Strategy) for the Newcastle to Sydney High Speed Rail project (the Project) in consultation with the HSRA and the Office of the National Rail Safety Regulator (ONRSR). The Service Provider will assist HSRA in implementing the agreed Accreditation Strategy and to secure the required accreditation by ONRSR in a phased manner.
The following outcomes will be achieved through the delivery of the services:
a. Accreditation Strategy
The Service Provider must develop in consultation with the HSRA and ONRSR an overall Accreditation Strategy taking account of the proposed Delivery and contract packaging Strategy. The Strategy must provide draft contractual wording for future delivery and operation and maintenance contracts.
b. The Strategy must clearly outline a holistic accreditation strategy for all parts of the supply chain including HSRA, advisers, operator, maintainer and delivery parties to allow the railway to be designed, delivered and operated in a safe manner in accordance to the requirements of ONRSR. It should also address future phases of the accreditation journey and SMS development, including expected resources.SMS structure
The SMS shall satisfy the requirements of Rail Safety National Law and the expectations of all relevant ONRSR Guidelines.
The structure and prioritisation will be reviewed and agreed by the HSRA as part of the engagement.
The document must be written in a succinct style that is easy to read and follow with appropriate check sheets and templates that allow incorporation into the proposed HSRA Integrated Management System.
c. RIM ready SMS
The developed SMS shall be suitable to support engagement of the ECI Proponents and allow the HSRA to manage the processes through delivery. The developed SMS shall be of a high quality and suitable to be submitted to ONSRS to support the accreditation application.
Once engaged the Service Provider will be responsible for developing the entire suite of documents to support the SMS, including consultation, drafting, reviewing, and publishing the issued for use versions.
The Service Provider must provide a development methodology describing how they would propose to undertake this process once engaged including the effective consultation and ongoing working relationship with ONRSR.
d. ONRSR Accreditation
The developed SMS once agreed shall be submitted to ONRSR to enable the HSRA’s accreditation as a Design and Construction RIM.
The Supplier will act on behalf of the HSRA to develop the accreditation submission to ONRSR, prepare all of the documents required for the application, support the engagement process with ONRSR and manage the response to any requests for information.
The supplier will address any comments from the ONRSR and make updates to the SMS as appropriate.
