Consultancy and Professional Services Panel

Request for Tender to create a Panel of Consultants and Contractors to support the Emergency Services Computer Aided Dispatch (ESCAD) Project. These resources include but are not limited to the following roles:
· Project Consultants
· Organisational Change Management Consultants
· Business Analysts
· PMO Lead and support resources
· Facilitators
· Test Managers and test resources
· ‘Burst’, or short term resources as required
These roles will include a diverse range of tasks including, but not limited to:-
· Project and quality management methodologies
· Resource planning and supply of ‘burst’ resources
· Organisational Change Management
· Designing and facilitating stakeholder engagement
· Business Process Modelling and Design
· Business Analysis
· PMO support
· Test Planning and Execution
· Design and development of a Future Support Model
· Developing measurable performance criteria
· Analysis and modelling of future costs of operations including project related costs
· Reviewing outputs of the project team in order to provide expert opinion on the robustness of that work
· Attending and facilitating meetings and workshops with the project team and stakeholders
· Providing independent advice during commercial negotiations
· Advise and assist with project governance and vendor management
