Description
The Office of Evaluation and Audit (Indigenous Programs) (OEA) is established within the Department of Finance and Deregulation by Part 4B section 193W of the Aboriginal and Torres Strait Islander Act 2005 (the Act). OEA conducts evaluations and audits of:
(i) relevant Indigenous programs administered by Australian Government bodies
(ii) the activities of any individual or organisation that has received money, including a loan, or property, or loan guarantee from an Australian Government body under a relevant program
(iii) particular aspects of the operations of Australian Government bodies to the extent that the evaluation or audit concerns relevant programs administered by such a body.
Finance is seeking providers capable of providing some or all of the following Services:
(i) Evaluations, or parts of evaluations, of Australian Government Indigenous Programs
(ii) Audits, or parts of audits, of Australian Government Indigenous Programs (these can include performance audits of programs and/or governance audits of organisations or individuals as specified in the Act)
(iii) provision of capability support to OEA. This is likely to include peer review of documents and reports, background research on programs, technical assistance in the development of methodologies and implementation plans for evaluations and audits, and mentoring, coaching and training.
Provision of evaluation and audit services will come under the Core Panel and the provision of capability support will come under the Support Sub-Panel. Tenderers should submit proposals indicating their expertise in these areas. The Support Sub-Panel is optional and Tenderers for the Core Panel will not be disadvantaged if they do not submit proposals for the Support Sub-Panel.
Service providers wishing to be considered for inclusion on the Panel of Evaluators and Auditors should obtain the tender documentation and provide a tender response in accordance with the terms and conditions set out in the Tender Documentation.
