Engagement of a Delivery Partner to provide & support a Foreign Investment Case Management & Advanced Analytics Solution

Treasury’s existing foreign investment ICT platform needs upgrading to support the reformed foreign investment framework. In the 2020-21 Budget, the Government announced funding to implement a new ICT platform which will support more effective and efficient foreign investment application processing and compliance activities across Government.

The funding also includes a new consolidated Register of Foreign Ownership of Australian Assets (administered by the ATO). This program of digital enabled projects is known as the Foreign Investment Digital Transformation (FIDT) Program. The FIDT Program will deliver a:

–Case Management System – a modern case and compliance management platform.

–Advanced Analytics capability – a new advanced analytics platform.

–Consolidated Assets Register – register of foreign owned assets (out of scope – administered and built by the ATO).

This RFT is seeking to secure a delivery partner for the Case Management System and Advanced Analytics Platform which when combined with integration and other services, will represent a complete solution for the Treasury (the Solution).

The Treasury is also seeking a Delivery Partner(s) with appropriate technology solutions, delivery experience, and mindset to work collaboratively with it to iteratively design and deliver the Solution and business change. Establishing a successful delivery partnership is a critical success factor for delivering the FIDT Program and in realising the Government’s target outcomes and benefits. The delivery partner will also be required to integrate and establish connections between the solution and the new Register of Foreign Ownership of Australian Assets.
