Evaluation of Targeted Alcohol Harm-Minimisation Measures in Banned Drinker Areas

The Customer (the Department of Local Government, Sport and Cultural Industries) seeks a suitable service provider to evaluate the effectiveness of targeted alcohol harm-minimisation tools delivered under the Liquor Control Act 1988 (the Act) in nominated banned drinker areas, as below: the Banned Drinkers Register (BDR) trial following its establishment in legislation, including: 1. its effectiveness and impact in relation to the previously voluntary trial, and 2. its efficacy as an alcohol harm minimisation tool; and restrictions under s.64 of the Act such as: 1. Takeaway Alcohol Management System (TAMS), including its impact on alcohol-harm minimisation when operating in conjunction with the BDR; and 2. other restrictions on the sale of takeaway alcohol such as minimum prices, closure days, restricted hours, container type, container size, container quantity and alcohol content. Limits on the quantity, type and volume of takeaway alcohol varies across localities. Consideration of the impacts of such variations may be considered as part of the evaluation process. The impact of other tools such as closures by WA Police (s. 114), licensee-instigated premise bans (s. 115), carriage limits, Liquor Restricted Premises (Part 5B), dry communities (s.175) may also be considered as part of this evaluation. The effectiveness should be described in terms of the demonstrated reduction in alcohol-related harm outcomes.
