Description

The Department of Housing and Public Works (DHPW) is seeking offers from Queensland based Universities on forming a partnership with DHPW to deliver a comprehensive evaluation program and targeted research activities to support delivery of the Queensland Housing Strategy 2017 – 2027 (Housing Strategy).

This Invitation to Offer (ITO) is seeking proposals from organisations who have the experience, capacity and capability to deliver this Initiative. A proponent may be a consortium of organisations led by a University that can work together to deliver the scope of works required.

The department has issued this ITO with the objectives of partnering with a University to:

  • develop an evaluation and monitoring framework for the Queensland Housing Strategy, for measuring its impact and informing future planning and investment under the strategy (based on work already commenced by the DHPW)
  • develop clear and meaningful outcome indicators and systems for gathering necessary data and baseline data sets as part of the evaluation and monitoring framework
  • develop evaluation plans and assist with management of evaluation of key Housing Strategy initiatives designed to reform and improve the housing and homelessness service system
  • refine the approach to monitoring the program of work across the Strategy, in line with an Agile project management approach, including governance arrangements, reporting and risk management approaches.
  • refine DHPW’s research program and priorities to guide partnering and/or engaging in research that builds the evidence base for future design, planning and investment for achieving outcomes of the Housing Strategy.
  • conduct a gap analysis of opportunities for the next action plan to deliver the objectives of the Housing Strategy
  • build the skills and capability of DHPW in relation to research, evaluation and performance monitoring
  • assist with the initial scoping of a framework for evaluation of the Queensland Sport and Recreation strategy
