Description

The Services to be provided include the design, development and delivery of an ethics and fraud awareness education program over the life of the Treasury Fraud Control Plan 2004-2006. Specifically, the requirement is to:
• design and develop, in consultation with Treasury, an Ethics and Fraud Awareness Education program in accordance with the Treasury Fraud Control Plan 2004-2006, the Attorney General’s Department Commonwealth Fraud Control Guidelines and the ANAO Fraud Control in Australian Government Agencies, Better Practice Guide, August 2004, for employees and third party providers of the Department of the Treasury;
• ensure that employees, including non-ongoing and contractual employees, are aware of the role they can play in fraud control, the need for ethical behaviour based on the APS Values, and adherence to the Code of Conduct. Strategies should include the development of modules for face-to-face induction and specialist training, such as financial, resource and management training, the development of a dedicated face-to-face education program of no more than two hours duration for delivery to the various Treasury groups, and a self-teaching IT based fraud awareness module;
• ensure consultants / third party providers are aware of fraud issues. Awareness raising needs to take account of the work they do directly for Treasury, and where applicable the services delivered on behalf of Treasury to customers. The strategy should include the development of a face-to-face module of no more than one hour duration for presentation to consultants / third party providers;
• ensure ethics and fraud awareness raising covers, but is not be limited to, the following:
– the definition of fraud, including examples of fraud to illustrate the breadth of fraud and the fact that it can include tangible and intangible benefits;
– the need for ethical behaviour and the fact that fraud control is everyone’s responsibility;
– the current Treasury Fraud Control Plan;
– things to look out for that may indicate a fraud has been committed;
– what to do if fraud is suspected;
– who is responsible for handling allegations and cases of fraud;
– the role of the Australian Federal Police and the Commonwealth Director of Public Prosecutions; and
– remedies that are available to be applied when fraud or misconduct are proven.
• deliver the developed education modules as required to a maximum of:
– fourteen group sessions; and
– three consultant / third party provider sessions.
