100 kW Ground Mounted Solar PV Project The Spit, Gold Coast

1.1 Overview

The Gold Coast Water Authority (GCWA) is seeking proposals from suitably qualified Engineering, Procurement and Construction contractors (Contractors) for the design, supply and construction of a turnkey 100 kW ground mounted solar photovoltaic generation solution for the Seaway Sand Bypass System located on the Gold Coast spit.

The attached documents describe the site, the scope of works and sets out the functional and technical specification of the required solution.

1.2 Objectives

GCWA is seeking to achieve multiple objectives through the delivery of this project:

1. Reduce electricity costs involved in running the sand bypass facility which currently consumes 2 GWh p.a.
2. Establish an embedded generator whose generation is expected to be wholly consumed on-site but that is large enough to provide valuable insights into pump operators ability to integrate variable solar generation into their pumping regime with a view to scaling up the system to reduce total energy consumption and site peak demand in future.
3. Provide a test bed for learning the true lifetime operational costs of solar PV at this site, given its challenging proximity to the coast.

1.3 Scope of Works

The Contractor shall undertake all investigations, design, certify, procure, deliver, install, test and commission the system, gain all necessary approvals and supply all required documentation to deliver a turnkey solar power system, unless specifically stated as excluded within this document. The Contractor will also be required to maintain and repair the solar PV system throughout the 1 year defects liability period.
