Description

This project involves developing a model or models that can be used to assess state and territory urban transport recurrent and infrastructure expenditure requirements. The model/s must be independent of government policy (policy neutral) and reflect what states and territories do on average. That is, it must determine how total recurrent and investment spending on urban transport in a year would be spent by states and territories if they were each to provide the average level of service, given their circumstances.

One aim of this project is to provide confidence to states and territories that the model/s and data used are reliable and fit for purpose. As such, the consultancy needs to be thorough and transparent. With this in mind, the consultancy will be undertaken in two stages, with a number of discrete outputs.
