The Queensland Government is seeking Proposals for Risk Advisor to support the Scheme Manager, Financial Provisioning Scheme.
By its nature, resource exploration and extraction creates disturbance and changes the environment. A holder of an environmental authority for resource activities under the Environmental Protection Act 1994 (EP Act) (EA holder) is responsible for the rehabilitation of the land they disturb. The State currently obtains financial assurance from EA holders to mitigate the risk that the EA holder does not comply with its obligations and that the State will bear the cost of rehabilitation.
The Government is proposing to introduce legislation to establish a new financial provisioning scheme (scheme) to replace the current financial assurance requirements for resource activities under the EP Act. The new scheme will be managed by a scheme manager and is expected to commence on 1 July 2018.
The Government requires the services of a Risk Adviser to support the establishment and operation of the Scheme. There are three distinct Phases for the services to be delivered:
• Scheme pre-commencement: advisory work to assist in the establishment and operationalisation of the scheme for a proposed commencement of 1 July 2018.
• Scheme commencement and transitional period: advice to support the scheme manager deciding the initial risk category allocation for an EA on transition into the scheme.
• Scheme sustained operations: ongoing advice to support risk category allocation decisions, guideline reviews, market monitoring and reporting, framework improvements, audit participation and routine reporting and provide general advice as required
The Risk Advisor role will require two distinct skillsets:
• demonstrated expertise in assessing the financial soundness of EA holders with a depth of knowledge on national and global market conditions and how these conditions may affect industry risk, and
• demonstrated extensive operational knowledge and experience in the resources sector (mining and petroleum/gas).
