This Request for Quote is for five Aboriginal and Torres Strait Islander Family Wellbeing Services and Specialist Services (Inner Cluster) in the Torres Straits. Sub catchments are based on geographic proximity and culturally distinct regions or island groups:
• Inner Cluster –consisting Waibene (Thursday Island), Ngurupai (Horn Island), Kirriri (Hammond Island), Muralug (Prince of Wales) and Gealug (Friday Island)
• Central Cluster –consisting Warraber (Sue Island), Iama (Yam Island), Poruma (Coconut Island) and Masig (Yorke Island)
• Top Western Cluster –consisting Boigu (Talbot Island), Saibai (Saibai Island) and Dauan (Mt Corwallis Island)
• Near Western Cluster –consisting Badu (Mulgrave Island), Mabuyag (Jervis Island) and Mua - Arkai (Kubin) Community and Wug (St Pauls) Community (Banks Island)
• Eastern Cluster –consisting Ugar (Stephen Island), Mer (Murray Island) and Erub (Darnley Island)
• Additional supports and Specialist Services will be purchased through the Inner Cluster service delivering across all sub catchments
Through this RFQ, the department is seeking contemporary and innovative service delivery to reduce the over-representation of Aboriginal and Torres Strait Islander children in the child protection system in local areas. Services contracted under the Families Investment Specification (Version 6.1, dated April 2017) will be designed and delivered by engaging with local Aboriginal and Torres Strait Islander leaders, valuing their knowledge, and by applying healing frameworks to the development of practical support options for people and communities. Children and families and their participation in the decisions that shape their future are at the centre of all service responses.
It is a mandatory requirement that only Aboriginal and Torres Strait Islander community controlled organisations are eligible to make an offer as the lead organisation for the Aboriginal and Torres Strait Islander Family Wellbeing program.
Accordingly, suppliers will be required to provide evidence supporting their eligibility as outlined in Part C Mandatory Requirements in their response to this request for quote.
Where a Quote involving sub-contracting is chosen as the preferred Quote, the department will contract only with the lead supplier for those services in that catchment, and the lead Supplier will be responsible for managing the activities of the sub-contractors.
