ENERGY RESOURCES AUSTRALIA RANGER REHABILITATION - Supply of Settlement Monitoring Instrumentation

Energy Resources of Australia (ERA) is dedicated to creating a positive legacy by achieving world-class, sustainable rehabilitation of former mine assets. ERA operated the former Ranger uranium mine, which surrounded by but separate from Kakadu National Park in the Northern Territory. In compliance with government regulations, all mining operations and uranium processing at Ranger ceased on January 8, 2021.

ERA's strategic priority now lies in the comprehensive rehabilitation of the Ranger Project Area to a standard that allows for potential incorporation into Kakadu National Park, subject to the wishes of the Mirarr Traditional Owners and the Commonwealth Government.

The project's purpose will be realised through the following key objectives:

• Creating a physical, ecological, and cultural landscape that aligns with the expectations of the Mirarr Traditional Owners.
• Establishing a benchmark for mine site rehabilitation in a region known for its cultural and environmental sensitivity.
• Collaborating with the Mirarr Traditional Owners, governments, and other stakeholders to achieve project goals.

The project involves the phased execution of various work packages in the Ranger Project Area and in Jabiru. These packages encompass a range of scopes, including civil and structural works, mechanical installations, piping, electrical systems, instruments, major construction projects, residential services, and consultancy services.

Procurement/Supply of Goods and Services

The project will utilise ICN NT to promote opportunities, leveraging public and private enquiries as appropriate. ERA will provide updates as appropriate to the industry on upcoming work packages.

ERA seeks to actively involve Indigenous businesses in the supply chain, allowing Indigenous voices to participate in decision-making processes during project execution. By doing so, management aims to not only deliver the project successfully but also harness the economic value of Indigenous thought, shaping the project's future direction.

Procurement Process

1. Market Briefing: This enables contractors to review their suitability to supply goods and services and allows ERA to consider capability and capacity within the defined geographical areas of supply.
2. Scope Release: Scopes of work are released to the market, outlining requirements for contractors to address in their EOI proposals.
3. Evaluation of Expression of Interest (EOI): The project evaluates responses to determine contractors' suitability for advancement.
4. Shortlisting: Potentially suitable contractors are identified based on evaluation, and those progressing sign confidentiality agreements.
5. Pre-qualification: Shortlisted contractors provide additional information to assess their suitability for inclusion on the bidders list.
6. Request for Proposal (RFP): Pre-qualified contractors receive RFP or tender documentation with project details and requirements.

Award

Where project bids have been assessed as being commercially, technically capable, and comparable, the project will use reasonable endeavours to give preference to Indigenous businesses as outlined in our Indigenous and Local Participation Plan.

Specific Requirements

The project complies with Government regulations, emphasising environmental standards, cultural heritage protection, and sustainability. Contractors must demonstrate relevant experience, qualifications, and commitment to safety.

Collaboration and Stakeholder Engagement

The project involves collaboration with Traditional Owners, Indigenous people, the Northern Territory Government, the Commonwealth Government, and other stakeholders. Input, consultation, and respect for cultural heritage are integral throughout the rehabilitation process.

Monitoring and Reporting

The project includes monitoring, adaptive management, and transparent reporting to track progress, ensure accountability, and ensure adherence to objectives. Regular updates are provided to stakeholders and the public.

Legacy and Sustainability

The rehabilitation project aims to leave a positive and enduring legacy, contributing to environmental stewardship, responsible resource management, and the region's ecological and cultural preservation. Indigenous and Northern Territory-owned businesses are supported to achieve Regional Development objectives.
