The NSW Government is funding the ALC initiative under the Closing the Gap (CTG) Priority Reforms that are set out in the NSW Closing the Gap Implementation Plan 2022-2024. The objective of Aboriginal-led commissioning is to drive an approach to commissioning that gives Aboriginal communities decision making power when it comes to the design, delivery and monitoring of programs and services, and ensures that they: • build on the strengths of communities • are culturally embedded, and • are responsive to opportunities and needs that communities identify themselves. Driven by principles of self-determination and accountability, the ALC initiative will ensure that solutions are owned by Aboriginal communities and place Aboriginal culture as a key driver in service design. The ALC initiative aims to deliver outcomes for Aboriginal people and communities that are defined and driven by Aboriginal people and communities. The ALC initiative will be led by an Aboriginal Controlled Community Organisation (ACC), that will design and trial an approach to Aboriginal-led commissioning over two phases: • Phase 1: establish a project team to carry out strategy, design and planning for implementation of a model for Aboriginal-led commissioning. • Phase 2: trial the implementation of the model by commissioning service delivery initiatives in trial sites identified in partnership with a cross-agency steering committee.
