Panel arrangement to support the development of the Strategic Waste Infrastructure Project

The Department of Environment and Conservation and the Waste Authority are in the process of developing a waste and recycling infrastructure plan for the Perth metropolitan and Peel regions. The deadline for completing the plan is February 2015. As part of the development of the State Waste and Recycling Infrastructure Plan a number of complex technological, planning, governance and funding issues will need to be explored and resolved. It is likely that specialised consultancy services will be required to assist to advise on and assist in resolving these issues. The Department of Environment and Conservation is seeking to convene a panel of consultants with the relevant experience from which it can select consultants as required to assist with particular tasks in a timely manner.
The Department of Environment and Conservation (the “Customer” / DEC) requires the provision of advisory services to address a number of complex technological, planning, governance and funding issues related to the development and finalisation of the waste and recycling infrastructure plan.
There are eight (8) Service categories which comprise:
a) Category 1 Professional Services for Waste Strategy and Policy Development particularly as it relates to waste infrastructure planning;
b) Category 2 Data Collection and Analysis expertise as it relates to waste management and recycling;
c) Category 3 Economic and Financial Analysis expertise as it relates to assessing waste management policy and practices and infrastructure, governance and funding options;
d) Category 4 Technical expertise as it relates to determining appropriate waste collection systems, waste infrastructure and waste processing technology to achieve improved waste management outcomes;
e) Category 5 Expertise as it relates to determining appropriate governance and funding models for waste management;
f) Category 6 Modelling expertise to inform the prioritisation of waste infrastructure, governance and funding options to achieve improved waste management outcomes;
g) Category 7 Planning expertise as it relates to existing and future waste and recycling infrastructure in Western Australia; and
h) Category 8 Expertise in organising, facilitating and running public consultation events including workshops and information sessions particularly those related to waste management issues.
The Customer reserves the right to establish a panel of Contractors for the provision of the above Services. It is envisaged that the Customer will appoint between three (3) and Five (5) Respondents to each category, however the Customer reserves the right to appoint more Respondents if it determines is adequate for operational needs.
In their Offer, Respondents are requested to nominate area(s) of expertise and Service category(s). Respondents must be able to demonstrate a capability to meet the requirements of each of the Service category(s) for which they have nominated.
