Description
The Broome Hub will provide a range of services in one location, prioritising ease of access for victim-survivors in seeking help, assistance, and support. This user-focused, integrated service model is intended to enable client-centred and client-led service delivery, towards improved victim-survivor safety and wellbeing. The Broome Hub and its accessibility via self-referral, including a soft entry point, enables earlier intervention. The Broome Hub will be responsive to client need at all points of victim-survivor experience through at-risk, crisis, re-establishment, and recovery. Underpinning the service is strong information sharing and collaboration between agencies and services. This includes between partners within the Broome Hub and between the Broome Hub and key partner services and agencies in the wider community. The service is for victim-survivors in the Broome community and will include outreach to Derby and Bidyadanga.
Specifically, the requirements of this service include:
- Provision of specialist FDV support and advocacy including risk assessment, safety planning, case management and case coordination.
- Onsite allied services including youth and family workers, legal services and counselling services.
- Primary prevention activities including community education.
- Sector and workforce capability development to enable consistent quality service provision within the Broome Hub, and partner services/agencies in the community.
- Cultural healing and activities.
- Accessible soft entry point in Broome, supported by a creche and relevant programming of activities (Soft Entry).
- Cultural and lived-experience governance.
- Partnership approaches including within the Broome Hub and between the Broome Hub and other key government, non-government and ACCO services in the community.
- Partnerships with existing services in the region for perpetrators.
The Children and Community Services Ministerial Body through the Department of Communities (the State Party) has determined this procurement process and the Request for Tender is restricted to Aboriginal Community Controlled Organisations and Aboriginal Businesses within the Kimberley region in line with the Aboriginal Procurement Policy and Aboriginal Community Controlled Organisation Strategy 2022-2032 .
