Description

The Department of Education, Skills and Employment (the department) has released the Request for Proposal for the New Employment Services Model 2022 (RFP) seeking responses from organisations interested in delivering one or more of the following services:

  • Enhanced Services (Generalist and Specialist)
  • Employability Skills Training (EST)
  • Career Transition Assistance (CTA)

The new model will deliver a simple, efficient, trusted and connected service, where job-ready job seekers can self-manage through Digital Services and those with greater need are supported through Provider-led tailored and intensive services procured through this RFP.

Under the new model:

  • Enhanced Services will involve upfront, early investment in an intensive, individually tailored, case management service for job seekers assessed as being at risk of becoming long-term unemployed and having Vocational or Non-vocational barriers to work.
  • Specialist Enhanced Services Providers may be licensed in some locations to deliver Enhanced Services to vulnerable job seeker cohorts
  • EST will provide intensive pre-employment training that is tailored to industries in the local labour market to enhance job readiness. Organisations delivering EST will also arrange work trials with a genuine prospect of employment.
  • CTA will provide a highly personal, localised service for eligible job seekers aged 45 and over, by developing their skills to become more competitive in their local labour market.

The RFP sets out the service requirements for each of the services, information on how to respond, the selection criteria and the evaluation process.
