Platform and Signalling Upgrade Program - Cost Estimation Services

The Public Transport Authority (PTA) is undertaking early planning studies to determine the infrastructure and system changes required to enable the operation of six (6) car rollingstock across its network. PTA’s Rail Growth Plan (RGP) identified that, due to expected patronage growth, some platforms on the Fremantle, Midland and Armadale heritage lines are required to be lengthened to allow for the six (6) car rollingstock sets to stop at these platforms and therefore provide increased capacity to serve the expected demand.

The PTA is developing a Business Case(s) to deliver platform extensions and signalling upgrades for the heritage line stations. The Business Case(s) will align with the Department of Treasury’s Strategic Asset Management Framework (SAMF) and Infrastructure Australia’s, Business Case Framework. The PTA requires cost estimation services to prepare cost estimates that will be used to inform development of this Business Case(s) and the Project Definition Plan (PDP).

In order to support the Business Case(s) development, the PTA requires capital cost estimates and cost advice for the platform extension options and associated infrastructure works for the following stations.

1. Armadale Line stations (12 Stations) – Burswood, Victoria Park, Queens Park, Cannington, Beckenham, Kenwick, Maddington, Gosnells, Seaforth, Kelmscott, Challis and Sherwood.
2. Fremantle Line stations (13 Stations) - Subiaco, Daglish, Shenton Park, Karrakatta, Loch Street, Showgrounds, Claremont, Swanbourne, Grant Street, Cottesloe, Mosman Park, Victoria Street and North Fremantle.

Midland Line stations (12 Stations) - Perth, McIver, Claisebrook, Mount Lawley, Maylands, Meltham, Ashfield, Bassendean, Success Hill, Guildford, East Guildford and Woodbridge.
