On-Board Vehicle Emission Testing

Description
The Department of Environment and Science (DES) is seeking proposals from suitably qualified supplier to provide:
- On-road emission testing using PEMS (Portable Emission Measurement System) of a sample of 8 in-service Australian light duty vehicles (SUVs, cars).
- Test program completed before COB 31 January 2020.
- Test vehicle procurement by contractor but vehicle selection under guidance from DES.
- Use of commercially available fuel (at the bowser).
- Test route reflects real-world driving conditions, includes urban, rural and freeway driving conditions, and should span a range of driving speeds of 0 to 110 km/h.
- At least 1 cold start (soak > 12 hours) and three hot starts (5, 10 and 15 min periods with engine off before restart).
- Exhaust pollutants to be tested (expressed as grams per second): fuel consumption, CO2, CO, NOx, NO2, PM2.5*, PM10*, methane, non-methane hydrocarbons, oxygen.
- (* either directly measured or converted from particle number concentration data).
- Deliverables:
- Summary of QA/QC process (PDF).
- Verified exhaust emission CSV test files with 1 Hz sampling frequency for each individual vehicle, including 1 Hz driving conditions (including but not limited to vehicle speed, rpm, torque, load, exhaust temperature, coolant temperature, road gradient, flag DPF regeneration event if applicable), and 1 Hz location (position, altitude), and ambient conditions (temperature, absolute and relative humidity, atmospheric pressure).
- Provision of vehicle parameters in table format (XLS) for all test vehicles, including but not limited to make/model/variant, license plate, GVM, tare weight, test weight, frontal area, mileage, ADR compliance, year of manufacture, rated engine power, fuel type, engine specifications (e.g. engine capacity, number of cylinders, aspiration, GDI, cylinder configuration), vehicle specifications (e.g. transmission type, wheels driven), wheel/tyre specification and emission control technology (e.g. DPF, SCR, lean NOx catalyst, EGR).
- Photos of key vehicle angles for each test vehicle, including instrumentation.
- If any of the above requirements cannot be met this should be clearly stated in the proposal.
- RDE (Real Driving Emissions) compliance is not required but should be stated if this applies.
Flexibility for minor modifications to the test program in discussion with DES.
