Government Regional Officer Housing (GROH) GL Segregation and Financial Reporting

The scope of works required to ‘ring fence’ the financial operations of GROH and to understand the full cost the GROH services to the WA government. Review the Microsoft D365 organisation structure and financial dimensions and provide a recommendation on the optimal way to segregate the direct and indirect transactions relating to GROH activities so that an operating statement, cashflow and balance sheet can be produced monthly as part of a suite of management report on the activities of GROH.Review the current business operations of Communities and determine the optimal process for capturing all direct and indirect costs of GROH, collating the costs and actioning any necessary adjustment entries to record these are costs relating to the activities of GROH. This work should be cognisant of the current Shared Cost Model (SCM) activities and be compatible with the Service Costing process for annual State Budgeting and Financial Statement preparation.Document the ‘current state’ business process relating to GROH functions and costs if not currently available.Document the necessary ‘future state’ business processes to achieve the results described above, including any procurement, property maintenance, tenancy management, and customer management processes that may need to be segregated or costed.Undertake a financial health check of the GROH activities and provide a report of findings and recommendations to improve the financial performance.Provide an estimate of the FTE requirement to maintain any new business process, provide reporting, and management oversight over a full 12 months of GROH financial activity. Consider the current organisational capacity and capability to perform these functions.Provide advice on additional scope of works that should be considered as part of this assignment.
