Request for tender for administration of permit schemes for the Ozone and Synthetic Greenhouse Gas Program

The Department seeks services of one or more incorporated companies to implement the administration and engagement functions of two industry-based permit schemes prescribed under the Ozone Protection and Synthetic Greenhouse Gas Management Regulations 1995. These schemes are the Refrigeration and Air Conditioning industry permit scheme and the Fire Protection industry permit scheme. The key objective of these services is to reduce the unlawful emission of ozone depleting substances (ODS) and synthetic greenhouse gases (SGG) through regulating how these substances are traded, stored, handled and disposed.

Through this Request for Tender, the Department is seeking potential suppliers to tender for services across one or both of the permit schemes for two service categories. This approach also allows tenders from organisations able to provide application administration services and/or engagement and permit monitoring services. The Request For Tender may result in one or more contracts for the required services.

Application Administration services required include:
• Receiving and assessing permit applications, collecting application fees and granting permits for businesses and technicians trading in and handling ozone depleting substances and synthetic greenhouse gases. Engaging with education and training providers and authorities and providing advice on a range of issues relating to training and competency requirements related to the permit scheme.
Industry Engagement and Permit Monitoring services required include:
• Undertaking a communication and awareness program to increase participation in the permit schemes, improve permit holders’ understanding of their obligations and increase awareness of permit requirements amongst the general public and key consumer groups.
• Undertaking an engagement program to provide targeted support and guidance to technicians and businesses in the fire protection permit scheme and/or the refrigeration and air conditioning permit scheme to assist them to meet their obligations for handling, trading and/or disposing of ODS and SGG as per permit conditions.
• Engaging with regulated industries, including by harnessing technical expertise from Industry Advisory Bodies.
