METRONET - Morley - Ellenbrook Rail Extension - Planning and Engineering

The project requires a an Engineering Consultancy and Land use Planning Consultancy together as ‘the Consultant’ to work collaboratively with the METRONET team, PTA’s Operational Consultant, key project stakeholders and the PTA Network and Infrastructure and Transperth Trains and Buses, to overall lead and coordinate the Options Study Analysis for the Morley-Ellenbrook Line.

The Consultant will be required to undertake the following tasks as a minimum:

• Workshop with key stakeholders and confirm objectives and evaluation criteria for the options

• Identify issues, opportunities and constraints of the project

• Identify a long list of potential alignment options (up to 10) between Perth and Ellenbrook, considering all modes, alignment options and station locations

• Through further detailed analysis, narrow the list down to a short list of 3-4 alignment options

• Conduct thorough cost-benefit analysis of options with strong consideration of Economics Analysis results and value creation

• Recommend final preferred option based on analysis and key stakeholder feedback

• Develop preferred option and provide sufficient data and detail to input into the QS’ cost estimate.

The Consultant will also be required to work collaboratively with the Metronet team, Operational Consultant, Quantity Surveyor, key project stakeholders and the PTA, to overall lead and coordinate the Options Study Analysis.
