Request for Tender for the Provision of Quality Assurance for Financial Statements and Other Assurance Engagements

The Services required include Conduct of the Quality Assurance (QA) Review, Reporting and Other Services. The QA Review includes the conduct of an annual quality assurance review of a selection of completed ANAO assurance engagements.
a. The QA review is to be conducted in accordance with:
i. The ANAO's Quality Control Review policies, procedures and the associated QA checklist in place at the time of the review;
ii. The requirements of Australian Auditing Standard ASA 220 Quality Control for an Audit of a Financial Report and Other Historical Financial Information; and
iii. Auditing and professional requirements, particularly ASQC1 Quality Control for Firms that Perform Audits and Reviews of Financial Reports and other Financial Information, and Other Assurance Engagements.

Reporting to be provided by the successful tenderer to the ANAO will include:
iv. A completed QA checklist for each assurance engagement selected for review;
v. A record of discussion of findings on each QA review with the relevant ANAO Engagement Executive in accordance with the ANAO's QA checklist;
vi. An overall rating and summarised individual report for each assurance engagement selected for review signed by both the tenderer and the ANAO Engagement Executive;
vii. A report to the Executive Director, PSB which will form the basis of the PSB report on the results of the QA program to the Deputy Auditor-General.

The successful tenderer will be required to provide recommended improvements to the QA checklist to ensure the ANAO's QA program stays current with changes to the Auditing Standards and contemporary industry practice.
