Description

The Department of Defence (Defence) has established a Defence Unexploded Ordnance Panel (DUXOP) which expires on 30 June 2010 and it is necessary to retender the current standing offer panel arrangement.

A number of areas in Australia are potentially contaminated by Unexploded Ordnance (UXO) or Chemical Weapons (CW) as a result of past military operations, training and other activities. Defence has certain responsibilities in relation to these lands pursuant to the Commonwealth Policy on the Management of Land Affected by UXO. Further information on UXO can be found at http://www.defence.gov.au/uxo/index.asp .

Under the new standing offer panel arrangement, the Commonwealth requires suitably qualified and experienced organisations to provide the following services in respect to land affected by UXO or CW: Consultants to perform desktop and project planning and management activities; Contractors to perform the physical tasks of investigation and remediation of lands. Tenderers will be invited to propose services relating to the assessment, detection, recovery and remediation of CW and chemical warfare agents. The full Scope of Services is described in the Tender Documents.

The National Code of Practice for the Construction Industry (National Code) and the Australian Government Implementation Guidelines for the National Code of Practice for the Construction Industry (Guidelines), August 2009, apply to Contractor Activities undertaken for this project. This document can be viewed at the Australian Government website at www.deewr.gov.au/building.
