Description
- Background
Internet Protocol (IP) telephony has significantly emerged in the industry to provide optimal functionality and the use of cloud economics, including savings in ICT infrastructure storage, data security, maintenance, scalability, and disaster recovery. The Public Transport Authority (PTA) requires to undertake the strategic replacement of the existing Siemens HiPath 4000 Private Automatic Branch Exchange (PABX) with an IP telephony platform to meet the PTA’s objectives. It is noted that this procurement excludes the following:
- The upgrade of the PABX OpenScape Serco Contact Centre, which is managed by Transperth, and
- The Transwa call centre.
This procurement will enable the role of the Voice Communications Asset System to meet corporate objectives and operational transport requirements after examination of the current state of the PTA PABX telephony system.
- Scope of Services
This Request seeks the services of a Cisco Partner to work with Cisco and provide services to the PTA to replace the existing PABX and ensure all other existing telephony systems are integrated to the accepted design specifications. The Request seeks the following;
- Prepare a detailed architectural design (Performed by Cisco) via the Cisco partner to allow the migration of the existing PABX voice services, both mission-critical and non-critical, to the existing PTA Cisco Unification Communications Manager (CUCM)/Cisco Communications Manager (CCM). The detailed architectural design will provide details of the upgraded telephony system from Cisco, who is the sole source and owner of the existing Cisco Systems integrated into the PTA network.
- Provide a methodology for the implementation, including risk analysis, a migration plan and a change management strategies, to move all existing voice services currently attached to and provided by the PABX to the CUCM/CCM, with associated costs and decommissioning of the existing PABX.
- In detail the contractor is required to:
- Testing and implementing solutions including the following:
- The OpenScape Call Centre currently servicing the IT Service Desk, the IVR for Gangs Line (NCC), the IVR for Fraud and Investigations and the Infringement Office be replaced with a new Cisco Call Centre.
- Integration between the CUCM and Zetron console must be built in a test environment before deploying to CMR and NCC to ensure functionality and reliability.
- Softphone option to be proposed due to real estate challenges across mission-critical and non-mission-critical services.
- A decommissioning plan for the PABX with a risk assessment is to be developed and approved by all relevant stakeholders six months before the decommissioning date.
- Ensure all legacy systems are maintained until conversion(s) have been completed in totality.
- All PTA telephony technology (listed in the following tables), which currently have voice logging functionality, will require call/voice logging capabilities in the future design.
- Where further solution requirements are identified during the design phase, workshops with the vendor and PTA stakeholders will be conducted to confirm the requirements.

The proposed contract term for this Request is for twelve (12) months, with one (1) option to extend for a twelve (12) month period.
Note: The PTA have not issued Proposed Contract Book3, as Respondents are to propose the terms and conditions to govern the agreement. The PTA will consider and review the conditions proposed as part of the evaluation and negotiate any changes, if required with the Preferred Respondent.
