Specialist Cyber Security Advisory Services - High Capacity Signalling Program

Background

The Public Transport Authority (PTA) of Western Australia’s PTA Project Delivery (PPD) Division is currently undertaking the High-Capacity Signalling (HCS) program of works, which is principally comprised of the following three projects:

• the Radio System Replacement (RSR) Project which will provide a new Long-Term Evolution (LTE) Digital Radio System and a supporting Backhaul Transmission Network, which includes an Internet Protocol (IP) network and an optic fibre backbone;
• the HCS Project which will provide a moving block Automatic Train Control (ATC) system, including an Automatic Train Supervision subsystem, to replace the PTA’s life-expired Automatic Train Protection system and the existing Train Control System; and
• the Public Transport Operations Control Centre (PTOCC) Project which will design and construct a new Operations Control Centre to accommodate a new Network Control Centre (NCC).

Scope of Services

To support the successful implementation of the RSR and the HCS Projects, the PTA requires the services of an appropriately experienced and qualified technical expert to provide cyber security advisory services to the projects.

The contract has an initial term of 15 months with two extension options, exercisable at the PTA’s sole discretion, as follows:

• Option 1 – 18 months; and
• Option 2 – 24 months.
