Description

The Department of Transport’s (DoT) Business Information Systems (BIS) business unit (the Customer) manages a diverse range of ICT services on behalf of all other business units. To provide these services and support for ICT operational activities, suitably qualified ICT Companies are required to work with BIS and the wider Department to enable effective and efficient delivery of ICT services to the Western Australian Community. The ICT services will be delivered on‑site in the Western Australian metropolitan area, primarily at DoT premises.

Underthe Request Conditions and General Conditions of Contract [August 2017], the Department of Transport is effecting the right to refresh the panel arrangement due to increasing capacity and service requirements. Through this panel refresh DoT intends to add one (1) suitably qualified supplier to the panel.

The Request will cover two services areas:

The first encompasses the establishment, development, implementation, management, maintenance and support of:

  • Core business applications[1], e.g. in-house or adapted systems from other jurisdictions;
  • Web-based e-Business application systems;
  • Database systems; and
  • Infrastructure.

The second covers a range of ad hoc activities associated with infrastructure, the software development lifecycle (SDLC), applications support, strategy, etc. which may include:

  • Analysis, design, development, implementation and support of the site based applications;
  • Project management;
  • Leading scrums and sprint planning;
  • Agile coaching;
  • Program increment planning;
  • Release engineering and change and release management;
  • Configuration management;
  • Testing across all phases of the SDLC, e.g. Unit, Functional, Integration, System and User Acceptance Testing;
  • Architecture, scoping, estimating, solution design and solution outlining;
  • Identifying, planning, designing and transitioning relevant services to cloud or other newer technologies as they mature;
  • Application database management;
  • Infrastructure management including network, storage and server administration; and
  • Cloud Technology.


[1] TRELIS is integral to DoT’s business functions as it processes Driver’s Licence renewals, motor vehicle registration and renewals, penalties and a range of other transactions. The continued support and maintenance of TRELIS is critical to DoT and the State and represents a critical success factor of any resultant Contract through this Request.
